Is this pin feathers ?

I done some research and i think one of my chickens has pin feathers?
The feathers around neck are gone but the quill thingys are still in there.
I've seen no bleeding or anything so i was just wondering what it is and to cure it ?

They are new feathers that will open up in time. You don't need to do a thing about them except do not disturb them. They still have a blood supply at this point and damaging them will cause them to bleed (sometimes impressively so). They are typically called "blood feathers".
