Is this RIR a he or a she?

Hi, can anyone tell me if this 18-19 week old RIR is a he or a she? It is supposed to be a laying hen but is looking more like a rooster every day. It is not crowing or laying so I can't tell for sure. Thanks

Looks Roo-ish to me! I had 2 RIR Roos that fooled me this year till they were almost 16 weeks old! They were very slow developing this past summer! TSC may have gotten some heritage breeds this year!
