Is this sand ok for quails to dust bath in?

It looks a little finer than I would use. Construction sand is cheap and perfect. No clumping, nothing added. Plain old garden dirt works too.

Many people sift and reuse it continuously, just adding extra sand as it gets depleted.

Also I was thinking if I should remove the sand and put it back in like every day or so because they tend to make a mess. Is this the right way or should I consider keeping in the sand the whole time

You can reuse the sand as long as you keep it clean. I keep my birds on dirt, so they can bathe any time, but that's up to you as long as they get to bathe regularly.
