Is this silkie a rooster or hen?

My silkie is 20 weeks old. And still not crowing. I think it is a rooster, but not sure. What do you think?

silkies are hard to sex and it is verry hard to tell from that pic we need a side vew so we can see if he has streemers or not till then it would just be a guss but i would guss roo
