Usually easier to tell from looking under the wings.
But it's looking more like a wing bone issue now.

Hi, thank younfor this. It is very helpful. I did plan on using him for breeding. U gather this is a genetic trait and would be passed down? Its so difficult to get hold of decent splash roosters so i would struggle finding a replacement

Yes, it's their genes. If you have a good hen though, you could test breed him to her and see what you wind up with. If too many, I'd try find a different one to breed, and sell those as pet quality. They're still beautiful for people who just want the yard ornaments.
