You could shred up some paper and put in in a cardboard box so he can dig in it. I've been making a bunch of DIY toys to give to some rabbits that have no hay or toys at an animals sanctuary.
I cut off the flaps of the cardboard boxes and cut them into strips, squares, and triangles etc. For some I peeled the top layer off so I got a textured piece of cardboard and the thin strip that was the top. Some I rolled up or folded, and some I left as large chunks. I Used a nail to poke holes through the center and stuck scissors through the hole to make it bigger. I then used twine and threaded it through the hole with a knot at the end. I sometimes tie knots through the middle of it so some of it isn't to close together I guess.
I cut opening into the boxes so it could be used as a hidey house. You'll want to remove as much tape as you can. It may wokr best to use a box fold instead of tape for the top (or bottom).
Sor far I have three hidey houses, box with holes that I'll put hay in, five of those cardboard strip toys, two toilet paper tubes that I can stuff treats in, and a paper towel roll to put hay it.
