I’d guess cockerel. Those darker hues of blue are suspicious not to mention the comb. I wouldn’t expect that size on a 13/14 week old.

it’s still kinda early for large sickle feathers. Tiny ones start forming around this time. I have birds the same age that are clearly boys (crowing) and huge combs, they don’t have sickle feathers yet.

I would say if the owner keeps an eye at the base of tail she will see the shiny saddle feathers coming through.
