It just HAD to be swans...

The place I live has two swans for ornamental purposes. They're mean, rotten buggers. But I've noticed lately that one of them seems to breathing heavily. It could be an upper respiratory infection but since I know next to nothing about swans, I don't want to raise waves with my HOA who I don't exactly have the best relationship with (I got into a legal battle with them after they fined me $400 for having a #$*@)^% hummingbird feeder). But I also don't want the poor thing to suffer. Should I mention it to the property manager?
 
What ended up happening to the swans? I believe that the male would be OK, especially if it is around breeding time. My male turkeys, after displaying, will look like he is breathing heavily. My grandma's goose breathes heavily as well after getting worked up that someone or something was too close to him. I hear that swans are terribly aggressive and will puff up in order to scare possible threats away from nests, so maybe this could have been the case?
