It's day 19 and they still haven't hatched?

So this is my first time hatching quail and it's day 19 and only 9 hours until day 20 and my quails still haven't hatched or pipped so I am not sure if they are still alive, I have candles them and 5 out of 16 of them were found infertile but the other eggs were dark inside so are they late? Or dead?

This isn't the first time I used this incubator it's just the first time I am hatching quail
