Jinx is pulling out the girls tail feathers

Jinx my buff brahma bantam Roo is actually pretty mellow
He sits with me and usually tries to get the girls to notice him
However lately he just goes up behind the ladies and tips out a mouthful of feathers
My standard size light brahma around 4 months old was sitting in my lap he usually goes after her
But mazie my 4 mo old golden laced wyandotte was sitting on the arm of the chair with me too and he just came up behind her and ripped out a whole mouthful of feathers
He is about a year old
He doesn't bother my 4 year old hen she puts him in his place

I do have another roo he does his roo thing. a batam d'uccle he never is mean to the ladies just to me sometimes

I also have 1 polish and a silkie young and he doesn't bother with then

I just put him in a separate coop for the moment

Any idea why he dies this?
 
If they aren't bored and cooped up, it is usually a desire for animal protein.
What makes up their entire diet? Crude protein percentage of their feed and all other things fed?

They get 16% crude protein layer pellets, there is also crumble out for the smaller chicks
They get fruits and veggies as treats few times a week
And mealworms and chicken mix treats

I think he might be trying to get their attention but not going about it the right way

He had a rough period a racoon got into the coop last fall killed 4 of his coop mates.
He has an injured eye from it cant open it.
He was very nervous for awhile after if I put my hand near him or try to pick him up he would grab onto my hand so hard where he would grab it and push my hand with his feet at the same time

Then my duck were being bullies
So I rehomed my ducks, worked more with building his confidence
He now loves to sit with me jumps up on the chair and hangs out and we talk lol

He however is not the top roo and Sally wants nothing to do with him and all the others are too young
So I wonder if hes frustrated
