I have 6 cats, three of which are pretty young yet, and they just lay next to the brooder & watch the chicks. They are always around when the chicks are on top of the brooder "stretching their wings", but they haven't shown much interest in doing anything but watching. One cat did freak out when he put his paw on the side of the brooder and had a chick peck it. For some reason, he doesn't show any interest in being anywhere near the chicks anymore.
My fence is 6 feet tall, but 5 would work too. I have a roof of wire fencing on mine. And make sure you have sturdy fence supports.
