Keeping chickens in Olathe, KS?

Hello, I know someone who wants to keep chickens in Olathe, KS.
I've been looking online but I haven't found a clear answer. If someone could help me, I'd be grateful!

As of 2021, 10 chickens (not roosters) can be kept in parts of Olathe (yellow on the planning map) based on

With a $25 permit and some restrictions on the coop/run size and location. Oh, unlimited numbers on a minimum of 3 acres. Hm, the ordinance doesn't say anything about only in the yellow zone.

Oof! That last one of no enclosures larger than 84' is a tough one! Just our little 10x10 I would need to get a special permit? That's crazy.
