keeping of animals

My city's by law has it written keeping of animals not a pet by-law, the humane society said chickens are not pets nor are my meat rabbit, though both are not on the banned animals, how can they say what is considered a pet if the by law has animals listed not pets? Even so is there any fighting it? We can't keep animals outside, so they are house inside with time spent outside. The complaint the nieghbors gave was that we had a rooster, not that it was noisy, two doors down they didn't even know we had one until they saw it outside walking around in our back yard, he crows a tiny bit in the morning around 730-800 and just a few other times he cries at the most once every 6 hours but only in our house, we don't have the windows open yet or often( seasonal allergies), unless we let him out many visitors( including the city) have had no idea we even had him! I do have a back up home for him just incase but we love him so much we really don't want to part with him. how do we go about arguing our case? as the call was malicous intent the humane society still had to come, also they felt the city had to be contacted grrr!

Any animal, bird, amphibian or reptile other than a domestic dog which is not housed within the residential unit of the owner of the animal
 
The Humane Society does not determine law or ordinance; it is not their place to determine whether your chickens and rabbits are pets or not. If the city's ordinances do not say they are illegal, they are allowed. (I am assuming that the list of animals your post provided are those that are not allowed, and that the fact that they went into such explicit detail, that there is not a provision saying that unless something is specifically allowed they it is disallowed).

Print out a copy of the relevant city code (not just the list of animals) and keep it readily available to show anyone who questions them. Should the city show up, show the code to them and ask them to specifically show you the provisions you are violating. As for your rooster, he looks to be legal.
 
The part I didn't include of the begining animal by-law as it didn't apply because it was related to animal husbandry of banned animals( only on agraculture can they be bred). I did print the by law along with the chicken family name, I just wish the neighbors would leave me alone!
