Keeping turkeys cool

Any ideas how to keep my turkeys cool? We are in southern CA and its 100+ all week. They have shade and I've been changing out there water but they are panting and look miserable. Help!

we use a "squirrel cage" style fan that blows near ground level. the kind that would be used for drying floors.

They love to lay in front of it in the heat of the day and it seems safe to use around the birds.
