khaki Campbell with a weird feather?

The khaki i got the other day has a weird feather on it's head... Is this normal?

It is not that unusual for there to be tufty feathers on a duck's head. Some, like crested ducks, have a really big poof that looks to me like a cotton ball stuck on their heads.
