Kids cannot be arrested for carjack

Evidently a juvenile must be 12 to be arrested. They arrrested the father today under a city ordinance. What do you all think?

Heard about this a couple of days ago, being in the Portland area too.

Honestly, I don't know what to say. It's just such a weird situation... I'll ponder on it.

Kind of falls between the cracks doesn't it? I am thinking the parents are responsible.

Great parenting there. The police returned one of the kids and he escaped his mother shortly thereafter. These kids will be doing hard time at some time in the future.
