laws pertaining to getting pheasant eggs, raising blood testing? IL

We hatched and raised pheasants years ago and would like to do so again. But we have heard rumors of needing to get blood tests ect. and new laws in our state (Illinois) and government pertaining to ring neck pheasant. Who do we contact. Would appreciate any and all information.
