Leather Membrane

Hi I have one chick trying to brake through its membrane, its made a small line through it but it seems to have dried up and gone too hard. It was the first to start piping this morning (Its now 2PM) and since he/she started i've had 3 others hatch, it's barely made progress in the past four hours. I've tried dabbing wet cotton wool on it and around other parts of the shell but no changes
