Let’s see if I have this right, Roo of hen

So yesterday my barred chicks turning 9 weeks old and this one has grown wattles. What’s everybody opinion? This is a product of a Plymouth Rock rooster and I think a Plymouth Rock hen (but the hen could also be a RIR or an EE). My sister (who owns the parents says this chick looks just like the hen she has but I’m thinking it’s double barred so that would make this a Roo, right?

I agree, it looks double barred and male
 
Update: 3 of my roosters were stolen late last night. Including Red. I am very shaken and have moved my flock inside till I make arrangements to secure their safety. I have made a police report and have the thieves on security video.
