Lice question

when I first got my roosters we noticed them scratching a lot, upon inspection it looked like they had what I believe to have been lice. Whiteish tiny bugs crawling all over with some patches of what looked like eggs stuck to the bases of some feathers. I immediately dusted everyone and the coop with permethrin dust and again about a week to ten days later. The scratching has improved and I no longer see any bugs crawling on them, however there are still the patches of eggs stuck to the bases of the feathers. Are these dead now? Will they come off eventually or only when those feathers fall out? I haven’t wanted to attempt washing them due to the colder temps we have been having. Thanks for any input!
 
Those egg clusters don't come off easily. The one time I dealt with live I had to physically remove them. I only had one bird with them thankfully. They are probably dead, but they are made to cling on well. They may eventually fall off on their own.

Thanks! Maybe now I can stop neurotically looking for the little bugs and just check once in a while like a sane person.:D
