Limiting people who view profiles?

Hello!

Hope everyone his having a amazing day, evening, night, or morning!

I have run into the 'Oops' page a view times before regarding 'This person limits people who view their profile'.
How do they do this? I used to think it was a PFM thing, but now I've seen people without a PFM do it (or maybe it just ran out...?).
I don't want to do this myself, but I am just curious how the action is taken, and some additional info about it.

Click on your Account.
Click on Privacy.

Scroll down to Allow users to: View your details on your profile page:
-then select one of the 4 options listed
