Little Giant temp control

Need help to stabilize temp and humidity to incubate quail eggs on a still air Little Giant incubator. I followed the instructions and the temp still fluctuates from 90 to 98. I am shooting for 101.
I wrapped bath towels around the incub. cardboard sheets all around it. The temp increased about 0.5
It is placed in my garage against the back wall.
the ambient temp is about 65
 
ai foolrf sround with the temp setting and it is now holding at 100.5F humidity is holding at 46-48%
I hope this is good enough to hatch the eggs.

Any comments or suggestions ?
 
do not use the thermometer that came with the unit buy a better quality one and even two so you can check different areas inside the incubator. Don't for get to buy a hydrometer (wet bulb) as well. The temp will go a bit high then lower depending on the ambient air temp and also will have a rise when the eggs start to develop. Go for a bit on the cooler side as the heat (and extreme cold) will kill the embryo. 98 is not bad but the 90 would worry me a bit. It would take longer for the eggs to develop if they did at all. I will check out Home depot and Orchard supply this afternoon and see what I can come up with.
The unit I purchased comes with an attached wire to lay on top of the eggs.
