Please check the thread on this in the legal section. The rule is OFFICIALLY ON HOLD and is not being enforced while amendments are completed.

No, the rule is not officially on hold. There is nothing on the Fish and Wildlife site that says it is on hold and even Dr. Allen himself wrote to me and said it is just not currently being enforced by Fish and Wildlife but other entities are allowed to enforce the rule if they wish. The staff at the planning and development department was given the green light for zoning to inspect my flock to make sure the birds were properly marked.

Sorry, just made it back to this thread. Somehow I overlooked int he OP that these were Muscovies. It's clearly there twice. I'll blame it on multi-tasking, which is the normal state of my life.

Obviously, that takes care of the noisy part. (Someone asked if I was familiar with Muscovy Ducks. I've never had them, but they were commonly found on lakes and in parks where I used to live. I saw them several times weekly for many years.)
