Lockdown question

I started with 12 shipped light Sussex eggs in my Lg on feb. 7. Had to toss 2 that didn't do anything, one more I think is bad. Saturday should be lockdown but after candling the eggs they look like day 13 (learning pics). Should I wait a few more days to lock down?

Lockdown is usually at day 18. Add more water then to increase the humidity.
