I find my males only do that sometimes, especially the ones that I have just paired up with a new hen; not seeing an egg before. Some males are different, they may inspect the egg(s) for a short time before they loose interest or keep poking it. One male of mine would roll eggs under his belly one at a time, just moving them around the cage aimlessly in no particular pattern or anything. Another male actually incubated just 2 eggs (not a large clutch, just 2 eggs) and hatched two healthy chicks by himself, while his hen had no co-operation in incubation at all. He has only done this once, never again.
Your male may just be curious about the eggs (have they ever had chicks? Is he young? Has the hen only just started laying?). He may also be trying to break them. Alot of poultry I've owned, such as turkeys, coturnix quail and chickens, have all broken eggs to eat them (males).
It really isnt something to worry about. As long as when you do get chicks from the hen (when she decides to sit on them finally), that the male doesnt peck them to death. If you are lucky, the male will be as good as a mother as the hen is.
Have fun with your quails, and hope they start multiplying for you soon.
