I've got a 3.5 month old rir x ameracauna cockerel. He's started mouning hens and has been crowing about a month...seems early maturing to me. Anyway he's been staring at me and cackling. I put my hand out and he pecked it hard. Has not charged but I'm worried it's the beginning of a nasty streak. Any insight would be appreciated. Thanks.

This is normal, protective behavior for a roo. His job is to protect his flock. He may see you as a threat to his flock. Some are more people aggressive than others -- actually, some like being cuddled and still are protective of their flock. You need to show by your body language that you are the flock leader, not him. There are a lot of threads and articles on here about how to deal with people aggressive roosters. A simple truth is, there are a whole lot of genlte, protective roosters out there, and many aggressive ones can't be controlled, or only to a point. It's not a good idea to let an aggressive one breed.

So should I just watch him and see if it gets worse before culling?

Why does my rooster start making very loud honking noises in the mid morning and get all the chickens upset and screaming?
