I am concerned about one of my baby birds. Ive never seen anything like this.
First thing I'd have to say, is please don't use baby wipes. I know we use them on our human children's butts, hands, faces, etc, BUT-baby wipes also can remove latex paint from a velour couch. (This I know as fact-don't ask!), and eggshell finish paint from walls. (Again, don't ask!)

Chickens skin, especially baby chicks skin, is really delicate and the wipes are possibly causing an irritation in addition to whatever else she has going on. I'd probably put some olive oil on to moisten the area, and the stuck on poop. Is it possible the other chicks are pecking at her rear? Chickens love the color red, and will peck at it, so if her butt is reddish-it's a target. I'm not sure if you can use neosporin, but I use it on everything in my house that has a cut, scrape, scratch, bite mark...(don't ask about that either-cat with an attitude towards dogs) but I'm not sure about chickens.

You may need to separate her from the others until she is healed. I hope this helps until someone more experienced chimes in!!
