If you bought your house it should have been disclosed if it were part of a HOA. If you rent, call your landlord and ask.

Maybe he thought they really were illegal and was trying to give you good advice. It could be that they truly don't bother him, but a mutual neighbor might have been grump about them to him.

I would call up your local ACO or code enforcement officer and double check that you can have them legally before doing anything else, though.
