Midget white sexing help

I need some help sexing this turkey, he/she is about 12 weeks old the facial features make me think perhaps a Tom but behavior wise this turkey never struts or puffs up and all the noises it makes sound like my hen......any ideas?

Another picture, and as I'm posting this I realize maybe it is puffed up a bit...hmmm.

To me it looks like a Tom.
