Minimum fence height

Can anyone tell me what the minimum height would be to be to keep a goose out of something, Like a vegetable patch or my driveway for instance. It would have to be not too tall and easy to move.
 
Most fences only need to be two or three feet, but sometimes if there is a strong wind, a goose can fly over a two or three feet fence.

Mine were only about 2 feet high. The American gray flew over it whenever she pleased, but it usually kept the others in.
 
Ours is about 2.5 feet, though they can fly over it if they want, and sometimes have to if we have been in the back field without them, but they don't like to wander. We actually went out a couple days ago and a couple of the back sections had completely fallen over but the geese hadn't wandered!
