Missing feathers around neck

My hen is missing feathers around her neck. Could the rooster or other hens be pulling them out?

It's possible other members of the flock are pulling them out.

Have you inspected her neck closely to see if there's new growth/pen feathers coming back or it there's any abrasions/wounds?
