Mistreated duck

I read a post here about a mistreated duck. It was about someone who got or bought a duck from a guy. The duck had too tight of a band on one leg; and, was filthy & underfed. The duck was doing better after a bath & food. But I was curious about who the person was & if he was mistreating other animals, or what the whole situation was. I can't find it whenever I look for it. Any suggestions are appreciated!
