Sorry, no. It isn't.
It lacks quality protein and a proper balance of poultry vitamins and minerals.
Why don't you purchase Flock Raiser or All Flock or something like that?

If I can find a pigeon mix that is
16 percent protein will this be OK

This is fine if they are free ranging. I would add good pellet, primarily for the amino acids in it, but 10%/1 part pellet is fine. For games, you want slow growth for strength, no fat accumulation, lots of grass and bugs.
