I have a couple molting chickens (out of 7) and I understand they need extra protein to grow their feathers. So, I am mixing 22% meat bird chick starter/grower with their regular 16% layer feed. But I want to make sure this is okay and not hurting them. I am mixing it about half and half. Is this Okay?

Sounds good & will work. You could quit the layer & just feed the Starter/Grower with a separate dish of Oyster Shells for the laying girls. When I get chicks, I buy the smallest bag of Med Chick Starter, once it's done I feed Flock Raiser. When the girls show signs of laying I add a dish of Oyster Shells along side of their grit. I ferment from day one too :)
