Molting feathers not growing back?!??

My one-year old drake is going through his first molt and all of the feather loss that is happening appears to be normal, healthy, no issues there..... However, he doesn't seem to be regrowing the feathers he is shedding and I'm starting to become really concerned. He's literally shrinking before my eyes, lol... His beautiful emerald green head has now become a whitish-grey again, and I'm starting to sense that he's also becoming stressed as the days go on over his feather loss. What could be the problem?

It's all normal. He is molting into his 'eclipse' plumage. This autumn he will molt into his 'nuptial' plumage and once again will be beautiful.

@Devildollx I'm going to add to this for additional piece of mind. I just made this collage to show my Silver Appleyard drake's transformation in the last 3 months. Top left picture is from Jan 22 & bottom right is from yesterday. He turned a year old last month, March 21st.
