Molting or Naked necks?

Chicken Math strikes again. I got a phone call today from someone who needed a new home for these hens by tonight. I already have 17, what's two more? I was told they were molting but when I got them, those necks look awful red to me. They are also fully feathered everywhere else. Are they really molting or are they naked necks?

Those are naked necks. Molting is over the entire body and no one area is (usually) completely bare like that. And they both look like hens.
