Molting or something else?

I’m thinking this is molting. I have a six 9 month old ladies and only one seems to be molting.
is this molting or something else?

It has to be something else considering she is far to young to moult, the real question is though what else is it......

I personally have not witnessed it but have heard accounts of young pullets doing just a head and neck molt in the fall so this could be similar?

That's exactly what it is.

Chickens molt and grow a new set of feathers 2-3 times before around 6 months of age, those are called the juvenile molts.
Some pullets will have a partial molt their first fall/winter.
Most birds will have their first full adult molt their second fall/winter.
