My ccl rooster has lost almost all his tail feathers my ccl hen is losing patches they are a year old and my rir has bald spots on each side of her neck shes around a year and a half haven't noticed any picking or anything abnormal

Hmm I've been watching them alot the past 2 weeks haven't seen any pecking or picking or anything while they are in the run and that's where all the feathers are
 
I've been watching them they haven't been picking on each other but the rooster has been kinda biting or scratching himself under his wings and on his upper legs for the past 10 minutes pretty much non stop didnt see any feathers coming off and I also noticed one of his tail feathers is only half of a feather
 
I want to catch him and inspect him but I'm not sure how that will go since I haven't handled him since he was little any tips? If he had mites or lice or something would it be easy to see
 
How large is your run in square feet?
How many birds do you have total?
What, exactly, are you feeding them?
I have 9 chickens in that coop they're only getting 6 soft each in the run right now (I'm in the process of adding on to make it 300 sqftof run with 2 coops and yards that can be separated) I've never had any problems with them picking on each other and in feeding them purina layer pellets and I put oyster and egg shells out in the run and also vegetables from the garden everyday

It's a good thing you are expanding. They are cramped.
I would stop all the scraps for now. I would also up their protein. Feeding an All Flock or Flock Raiser type of feed with 18 - 20% protein with oyster shell in a container on the side will help them grow new feathers... once they are in a much larger area.
