Molting??

Is this molting or something else?? Seems too early for molting and not seeing anything else on any others.

Pictures are a little blurry. I had my barred rock go through a bad molt last year that looked very similar, lots of missing butt fluff feathers, raw/red skin, etc.
Have you checked for lice/mites/parasites? Is she getting bullied? Does she have enough free choice oyster shell (sometimes chickens will eat their own feathers if they are calcium deficient for producing eggshells)?
