Montezuma Male and female mating problem

I have 3 pairs of Montezuma quails, and two of them have started laying eggs. I'm in Los Angeles, California, and it's very hot, but I checked the eggs that started hatching 10 days ago, and none of them are fertilized, and the male doesn't step on the female's back. , how can we make male birds mate with female birds? What to eat? Does anyone have any experience in this area?
 
I'm not an expert on these quail, but anyone who is will probably need the following information.

How old are they?
What is their home like?
How much space do they have?
Do they have hiding places?
What are you feeding them?
Do they appear to be a healthy weight? Good feather condition? Healthy looking poop?

Mearns do better in pairs, not in trios. You said you checked the eggs that started hatching?....what's the problem if they are hatching! That means they are fertilized.
 
Is there a problem with the girl’s attitude? I only have coturnix but had a male that wasn’t doing his job because a hen kept bullying him and he was so timid afterwards all the girls were bullying him. He ended up in the isolation pen after getting beat up with an injured (and nice) hen and after a few days figured out. He like girls, now he bosses the whole pen and they lay fertile eggs.
