One of my hens has had allot of bald patches lately (moulting I guess) and recently one of the other hens has been seeking her out to pluck out her feathers and peck her on the head. For a while now the abused hen has been very pale, fluffed up, and inactive, and I don't think she's laying. In other words she's showing all the symptoms of worms. Could it be that the bully hen is seeking her out because she has worms?

If shes moulting or has worms she wont be laying. Get her a wormer, a tonic, More protein and some anti peck spray :)

Chickens sort out the weak among them. That's just the way nature is. While treating the submissive hen, separate the bully from the flock for a few days. Make sure none of the others are hassling her, by pecking, chasing her away from feed, water, etc..
