My 10-1/2 month old Cream Legbar has never layed an egg. Help!

We have a very sweet Cream Legbar who is 10 and a half months old. She has never layed an egg, though. She seems healthy, but her weight has topped out at just slightly under 4 pounds. She is definitely the lowest one in the pecking order, but doesn't seem to get bullied and never has any feathers pulled out. She's quiet, so we're pretty sure she's not a he

Anyone have any ideas on what to do or what could be wrong? Our other 6 seem fine and are very good layers.

Do you have a photo of her? Does she crow?

Here's a picture. She doesn't crow, or really make much sound at all.

As long as she isn’t acting odd, I don’t think anything is wrong. Maybe she is a late later or is infertile.

She looks healthy so i don’t think there’s anything wrong health wise, she could either be infertile or just a very late layer. Mine sometimes start at about 9 months depending on the weather.
