Check out the photos of the Rosecomb Bantam on mypetchicken!!!! Looks similar, other than color, but that is my guess!!!! Rosecomb Bantam!

He looks like a Rosecomb mix. Could be a Black Rosecomb mix, or a Sebright mix. Both can pass on the rosecomb to the next generation. I say he's a mix because he's not a recognized color of any breed that is supposed to have Rosecombs.
