My 4 week old Barred Rock is featherless, is it a rooster?

I recently got a shipment of 25 female chicks, they are Rhode Island Reds, Black Australorps, Buff Orpingtons and Barred Rocks. I originally had two Barred Rocks but one died a day after I got them.They all are 4 weeks old and have tail and wing feathers except the Barred Rock, but she is also getting bald spots on the tips of her wings and all around them and she is the only one that runs away from you when you try and pick her up. Is it a rooster or is it normal for Barred Rocks to develope slower then other chickens and develope this way?

Her dark color says pullet. Give it some time. I have some heritage, old line BR's that weren't feathered out until they were 9 weeks old. This absence of the fast feathering gene is often a sign of a more heritage BR. It just could be that she will develop more slowly. I'd give it lots of time.
