I would use chick starter instead of oatmeal. If you're giving oatmeal she'll need chick grit too. Oatmeal wouldn't meet the nutrition needs of a chick.

Do you have nutri drench? Or save a chick vitamins?

Feed her raw yolk with honey or maple syrup if you don't have nutri drench. You can mix it together and use your finger to put some on the top of her beak or also on the side of her beak ( where the beak meets the head) do it slowly to make sure she's taking it in.

In addition I would get some super B complex tablets or capsules (human ones), and give 1/4 of one ground up and mixed in a bit of moistened chick starter (edit**daily). Also an E capsule daily (400iu), with a bit of cooked egg or canned tuna (again mix into a bit of moistened feed) for selenium (helps with the uptake of the E. Vitamin deficiencies in the parent stock can sometimes affect hatching chicks. If needed you can use a chick chair (link below with examples) to help it stay upright and eat and drink until it finds it's legs. You do need to make sure that it can't drown in a water dish.
