My bantam is not laying

I have 2, 21/2 yr old bantam chickens. One is laying, and one is not. The one that is not laying has not layed in months. It appears healthy. Eats and drinks water. Coloring seems ok. Mingles with the other chickens. Has a white and yellowish discharge at vent area??

Does she also have a lump in her lower abdomen? It sound like she could be laying internally. I'm not sure.
