My Black Turkey Tom won't mate.

I have a male Black Turkey. He won't mate with the females. He attacks our dogs regularly.
The females will lay in front of him, he'll circle, then walk off. The females have been chasing him for the past couple of weeks but he's showing no interest.
He's approximately 11 months old.

from my experience raising a male turkey his name was muffin he lived for 4 years he passed away on 2017
in that time as a poult to old tom he had a keen eye for spotting things we as people overlook they deem imperfect or he might not be fully mature yet like people turkeys mature at veryed rates just give him time to grow into him self
