Hi 3 now 3 week old delawares when i came in last night one was so excited he flapped his wings and jumped out the container a large boxs bout 2 feet tall and landed in the dogs water dish with was funny but also worried me its to cold and there to small to go outside what do I do
 
You need to cover the top of the brooder with something...bird netting, hardware cloth, chicken wire - something. You'd be amazed at how fast and how easily chicks can get themselves into trouble once they discover they have wings and how they work! I'm actually a little surprised it took 3 weeks...I've had escapees at 1 week old, but that was more a "through a gap in the bars" escape rather than an "over the top and out" escape.

X2 definitely cover the top of the brooder so they can't fly out and get hurt. Make sure it is something breathable like hardware cloth (this is a wire mesh) or chicken wire. Don't use anything solid that might keep in too much heat or not let in enough oxygen.

You have already been given the advice to get the brooder covered. Also monitor the overall brooder size, you may have to enlarge it before they are ready to move.
 
Good thing the dog wasn't standing by the dish. You'd have one less chick. You can also put taller sides around your brooder in addition to a top. They should be kept in their brooder until fully feathered out - about 6-8 weeks.
