My Cockeral keeps pecking my pullet!!

I own x1 Barenvelder cockeral and x1 New Hampsire pullet.

My cockeral occasionally pecks and my pullets' neck. My parents say: "Hes Just keeping his hens in line. Its his job."
I dont beileve them. I think hes just being pure MEAN! But is it true?
