This is my run. I started my duckies in a 6'x2x 2' Horse Trough, My Welsh are showing some feathers so I transferred them to my back yard after building a nice run with a tiny pond and a duck house. How much of a threat are neighborhood cats to 4 week old ducklings?

The cats certainly could be a threat; our cats hunt full grown wild ducks, but won't mess with the chickens.
I don't know if domestic ducks would be as tempting.

Most cats won't mess with adult ducks, but ducklings they will more likely go after. However there are definitely cats that can and will attack or even kill ducks. Depends on the cat.
